I couldn't agree with you more! Since when did this new rule come into play?? I heard it this year for the first time too and I'm dreading the winter now! I figured my kids just won't get jackets and we will just run straight from the car to the store. I can probably make it faster into the store that way and freeze for only 2 minutes instead of 10 while trying to get jackets on.
